The Mundan Sanskar (or Chudakarana) is the eighth of the sixteen sacred Samskaras of Sanatan Dharma. Shaving off the toddler's birth hair is performed to symbols of leaving past-life karmic impressions behind.
From a physiological standpoint, infants undergo intense teething which triggers heat in the cranial region, leading to headaches and restlessness. Shaving the head stimulates circulation, provides a cooling effect, and enables the brain nerves to grow beautifully. It also invites healthy subsequent hair development with high density.
